Quick answer

Kotor has a quay right opposite the Old Town's Sea Gate. One larger ship and smaller vessels berth there; other ships anchor in the bay and tender to the same pier. Either way you walk into the Old Town in about five minutes. No bus, no taxi.

The fortress climb costs €15 cash (2026). The cathedral costs €4. The Old Town itself is free.

The catch is the tender queue. If your ship anchors, be at the tender pier 90 minutes before all-aboard.

Getting from ship to Old Town

From the pier, walk straight across the waterfront road to the Sea Gate (Vrata od Mora). It is about 200 metres, two to five minutes. Cross at the marked crossing; the road is busy with coaches.

If your ship tenders: the ride takes 5–20 minutes, and the whole process typically adds 30–60 minutes each way. Queues are longest in the last two hours before all-aboard.

The Old Town

A walled medieval town of small squares and lanes, and a UNESCO World Heritage Site. Entry is free. Allow 1.5–2 hours.

The lanes are mostly flat but paved with uneven, polished stone. Enter by the Sea Gate and leave by the north gate to see the Škurda river and the start of the Ladder of Kotor.

Cathedral of St Tryphon: a Romanesque cathedral from 1166 with a treasury and views from its upper gallery. €4 (2026). Allow 30 minutes. Go at midday, when the fortress is too hot.

Maritime Museum of Montenegro: the seafaring history of the Bay of Kotor in a baroque palace. €4 adult (2026). Allow 45 minutes. Closed Sundays. A good shaded stop.

St Luke's Square and the small churches around it are worth a slow walk between sights.

San Giovanni Fortress

The climb is 1,350 steps up to 280 metres above the Old Town, with the classic view down the bay. The entrance is inside the Old Town, signed from near the main square.

Entry: €15 adult, cash, during staffed hours (2026). Gates are staffed 07:00–20:00 from May to September. Tickets are sold only at the entrance gates, not by people in the street.

Duration: 45–60 minutes up, 25–30 minutes down. Allow two hours in total.

Conditions: The upper two-thirds have no shade, and there is no water on the way. The steps are uneven, polished and unlit. Take at least a litre of water each, a hat and shoes with grip.

When to go: Start before 09:00 or after 16:00 in summer. Groups arrive in the Old Town from about 09:00, and the first section of steps jams early.

A day plan for a 17:30 all-aboard

Assumes the ship anchors at 08:00, first tenders ashore by 08:30, on a summer day.

13:30Swim along the Dobrota waterfront, or (long call only) Perast for 90 minutesFree / €2 bus
15:30Back at the Sea Gate. Last coffee within sight of the pier—
16:00Join the tender queue, 90 minutes before all-aboard—

For a quick lunch, a large slice at Pizzeria Pronto or Primo Pizza costs about €3.50 (2026).

Return timing

The rule: be at the tender pier 90 minutes before all-aboard. If your ship is docked, be back at the gangway 60 minutes before.

All-aboardTender pier byGangway by (docked)

17:3016:0016:30
18:0016:3017:00

On days with several large ships, the wait can exceed 30 minutes before you even board a tender. If you go to Perast by bus, catch one that gets you back to Kotor by 15:30. Buses are roughly hourly and can run late.

If you are running late from Perast or Dobrota, take a taxi to the pier. If you will miss all-aboard, call the port agent number on your daily programme straight away.

Trips beyond the Old Town

Perast and Our Lady of the Rocks. A baroque village 12 km up the bay, with boats to the islet church. The Blue Line bus costs €2 one way, cash to the driver, and takes 25–35 minutes (2026). It runs roughly hourly, less often on Sundays, from Kotor bus station about 400 m south of the Old Town or from the stop in front of the walls. A taxi costs about €15–25 one way and takes 15–20 minutes. Agree boat fares before you step on board. Allow 2.5–3 hours including travel. Uber does not operate in Montenegro.

Kotor–Lovćen cable car. The lower station is outside town and not walkable. A shuttle from Kotor bus station costs €10 one way or €15 return, about every 30 minutes; the cable car is €20 return (2026). Allow 2–2.5 hours. It opens later on Tuesdays (10:30) and closes in high wind.

Ladder of Kotor. A free switchback trail up the mountain from outside the north gate. The full walk to Krstac and back takes 3–6 hours, too long for most cruise days. Use only the lower section and turn back with plenty of margin.

Budva, Lovćen and Cetinje. Too far for most calls on your own. These are the trips where a ship excursion earns its price, because the ship waits for its own tours.

Ship excursion or DIY?

Ship excursion prices vary by line. For the Old Town and the fortress you do not need one: both start a few minutes from the pier.

Perast is the borderline case. It is fine on your own on a long call. On a tender day with an early all-aboard, a ship tour removes the bus-timing risk.

FAQ

How far is Kotor Old Town from the cruise pier?

About 200 metres. The Sea Gate is a two-minute walk from the pier.

Is Kotor a tender port?

Often. One larger ship can use the quay opposite the Sea Gate; others anchor in the bay and tender to the same pier.

Is the Kotor fortress climb suitable for all fitness levels?

No. It is 1,350 uneven steps with no shade on the upper two-thirds. Allow 45–60 minutes up and 25–30 minutes down. It is unsuitable for wheelchairs; the lower ramparts give a partial view.

What currency does Montenegro use?

The euro. Carry cash for the fortress, which is reported as cash only.

Can I swim near Kotor?

Yes. The Dobrota waterfront, about 10 minutes' walk north of the Old Town, has pebble strips, concrete platforms and jetties. Sunbeds cost about €8–15 for two (2026). Sandy beaches are in Budva, which is too far for most calls.
